BETTING REGULATION

Article One

General Provisions

1.Betting website: With approval of the competent authority, the exclusive system operating company has its Website in the Internet, through which the punters place bets in the Macau horse racing and the operating company provides relevant information.
2.Betting through Internet: The punters place bets in the Macau horse racing through the Website placed in the Internet by the exclusive system operating company.
3.Date and hours: Are considered legal the date and the hours in Macau as stated in the betting Website.

Article Two

Validity

1.The Internet account holder must be at least 18 (eighteen) years old and capable of fulfilling the respective legal provisions of the country or territory where he/she is located.
2.The Internet account holder shall keep confidential the data related with his/her account, namely the account number and his/her personal identification, updating that data from time to time.
3.The punters shall be acquainted with the betting regulations, and will be personally liable for the betting via Internet, the operations of deposit, and/or withdrawal and/or transfer of sum in the Internet.
4.The exclusive system operating company confines only to accept betting via Internet, excluding other forms of acceptance, namely by e-mail or digital data transmission.
5.The exclusive system operating company adopts the words “Bet Accepted” appearing in the monitor as signal of betting via Internet acceptance and confirmation.
6.Once the bets via Internet are accepted and confirmed, the operations of deposit and/or withdrawal and/or transfer of sums in the Internet, their cancellations or alterations will not be allowed, except in cases which are duly grounded and the exclusive system operating company express authorization.
7.The electronic data stored in the exclusive system operating company betting database serve as enough proof of betting via Internet, the operations of deposit and/or withdrawal and/or transfer of sums in the Net.

Article Three

Liability

1.The exclusive system operating company pledges to take the measures considered reasonable in order to avoid the opening of accounts, betting via Internet or the execution of operations of deposit, withdraw or transfer of sum in the Internet by any persons do not fulfilling the rules required. The exclusive system operating company shall provide and make available information and necessary facilities to the punters to place their bets with ease and safety in the horse racing in Macau through the betting Website.
2.The exclusive system operating company pledges to keep confidential the betting via Internet processing, taking all steps to avoid the leaking of the respective information.
3.When, by evident fault of the exclusive system operating company, will occur losses to the concessionaire entities and to the third party, the exclusive system operating company will assume the civil liability resulting from that losses.

Article Four

Exemption of liability

1.The exclusive system operating company has the right to deny the opening of betting via Internet accounts by any person or bets in the betting Website of the referred company or operations of deposit, and/or withdrawal and/or transfer of sums or to close any betting via Internet account, whenever there will be grounds justifying such action.
2.The exclusive system operating company is exempted of any liability resulting from losses caused by the unduly use by a third party of the betting via Internet account, excepting the ruling of the article 3 n°3 of this Regulation.
3.The exclusive system operating company is exempted of any liability resulting from losses caused by the breakdown or abnormal operation of the Internet equipment or the telecommunications services, rendering impossible the normal betting via Internet procedure, excepting the ruling of the article 3 n°3 of this Regulation.

Article Five

Regulation

Without prejudice of the next number, the competent authority shall settle the conflict emerging from the execution of this Regulation, and its decision will be binding.

Article Six

Limitation

The exclusive system operating company shall only consider the claims about betting via Internet if the claims will be filed with the referred company or with the concessionaire entities within 30 (thirty) days counted from the date of announcing the respective result.

Article Seven

Compliment

This Regulation is constructed in according to the norms in force in the Special Administrative Region of Macau, and all omissions will be governed by the legislation in force in the same Special Region. Please read MJC Betting Rules through http://www.mjc.mo

Macau Overseas Horse Racing Special Betting Rules

Article One

General Provisions

For the applicability of the rules the following terms shall have the meanings as:

1.Macau Overseas Horse Racing – Means the approved exclusive system operating company to simulcast and broadcast, and to set up individual betting pools to conduct betting on horse races held in the non-local territory.
2.Starters – Means the horses declared pursuant to the Rules of Racing to start in a race, with exclusion of the horses in the standby list.
3.Normal Race – Means a Macau Overseas Horse Race with no more than 14 Declared Starters.
4.Special Race – Means a Macau Overseas Horse Race that exceeds 14 but no more than 20 Declared Starters.
5.Bracketed Starter – In a Special Race, the horse numbers 1 and 15, 2 and 16, 3 and 17, 4 and 18, 5 and 19, 6 and 20 allocated by the exclusive system operating company according to the following table as Bracketed Starters to form the Bracketed Starter Numbers representing the original horse numbers of the Declared Starters.

Article Two

Where Applicable:

1.The rules set the legitimacy for the accepting of betting on the Macau Overseas Horse Racing.
2.The accepting of betting on the Macau Overseas Horse Racing applies only to the following races:
a.In a Normal Race, when there are no more than 14 starters.
b.In a Special Race, when there are more than 14 starters and the horses numbered 15 to 20, along with their corresponding horses allocated in accordance with Article 1 (5) to form the Bracketed Starters.

Article Three

Pool and Dividend Calculation of a Special Race:

The dividend of a Special Race is payable proportionally to the backer with the selected Winning Combinations of the Bracketed Starters. The bets on the two Starters in the same Bracket will be grouped together to form a Bracketing Pool for the corresponding Bracketed Starters. Dividends will be divided into equal parts from the Bracketing Pool and will be declared when any one of the Winning Combinations is selected.

Article Four

Results of a Special Race:

Results and Dividends of a Special Race are set in accordance with the followings:

1.Only the Starter with better placing among the two Bracketed Starters in the same Bracket will be counted and the result of the other Starter will be discarded. The discarded result and all the remaining results will be replaced by the positions of the horses that follow in subsequent order.
2.When one or both Bracketed Starters in the same Bracket run a dead-heat with another Starter, or the two Bracketed Starters in the same Bracket run a dead-heat, the following rule applies:
a.When one Bracketed Starter in a Bracket runs a dead-heat with another Starter, it will be treated as a normal dead-heat in accordance with the Rules of Racing.
b.When both Bracketed Starters in the same Bracket run dead-heats with other Starters, then only the Starter with better placing among the two Bracketed Starters in the same Bracket will be counted and the result of the other Starter will be discarded. The discarded result will be replaced by the position of the horse that runs the dead-heat.
c.When the two Bracketed Starters in the same Bracket run a dead-heat, then the dead-heat will be discarded and its result will only be counted once.

Article Five

Withdrawals

1.In a Normal Race, when one or more Declared Starters are withdrawn, the withdrawals will be substituted by other numbered standby horses, the bets placed on the withdrawn horses shall continue valid.
2.In a Special Race, when one of the Bracketed Starters in the same Bracket is withdrawn, all the bets included in the relevant Bracketed Starter Number shall continue valid.
3.In a Special Race, when both of the Bracketed Starters in the same Bracket are withdrawn, then the withdrawal of the Bracketed Starters will be treated in accordance with the Rules of Racing.

Article Six

Obligations of the Exclusive System Operating Company:

The exclusive system operating company shall take appropriate actions notifying the public and as well the Macau Gaming Authority in advance the relevant information concerning Overseas Races.

Article Seven

Compliment

If any circumstance arises which is not or which is alleged not to be provided for by these Rules or which is caused by execution the same shall be referred and bounded to the 163/90/M, the 12/98/M, 22/2000 and 47/2001 (Horse Racing and Betting Regulations, modified and supplemented) issued by the Macau S.A.R.Government on the 27th day of August and the 9th day of February respectively.
